NOTICE OF LAND USE APPLICATIONS

Following is a list of land use applications that have been filed and accepted with the Department of Community & Economic Development - Planning Division. The following briefly describes the applications and the necessary Public Approvals. Please include the project number when calling to ensure proper file identification. If you have questions about a proposal, or wish to be made a party of record and receive additional information by mail, contact the project planner listed. Anyone who submits written comments will automatically become a party of record and will be notified of any decisions made. Because language of land use actions is often complicated, please visit the Land Use Application Terms for further information.

  • To comment on a proposal: Send your written comments to the Project Manager listed, Department of Community & Economic Development (CED) - Planning Division, 1055 South Grady Way, Renton, WA 98057, and be sure to include your name and address. (E-mail comments will not be accepted unless they are followed up with written and signed comments.) Comments will be accepted until the time a staff report is prepared for the decision or recommendation, with a minimum comment period of at least 14 days (30 days for shoreline proposals). If you submit a written comment, you will be sent a copy of the decision or recommendation. All written comments become part of the permanent record.
  • To appeal a permit decision: Appeals of decisions must be filed in writing together with the required $75.00 fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-110. PROJECT NUMBER / NAME:     LUA09-141, SME, V-A, SMV / Lindahl Addition Variances

  • Description: The applicant is requesting a shoreline exemption for the construction of an addition to an existing single-family residence located at 3719 Lake Washington Boulevard North within the Residential 8 (R-8) dwelling units per net acre zone. The site is located within 200 feet of Lake Washington therefore the development is subject to the Shoreline Master Program (SMP). Additionally the applicant is requesting two variances; the first variance is from RMC 4-2-110A to allow a 3.416-foot side yard setback instead of the 5-foot side yard setback required in the R-8 zone and the second variance is from RMC 4-3-090L.14.b to allow a 16.916 setback from the Ordinary High Water Mark (OHWM) of Lake Washington instead of the 25-foot setback required by the SMP. The site is accessed from Lake Washington Boulevard. The proposed 108 square foot addition would be located on the third story of the existing house within the existing building footprint.

  • Description: The applicant is requesting an Environmental (SEPA) Review and approval of a Preliminary Plat for the subdivision of a 108,884 square foot parcel in the R-1, R-8 and R-14 zones and in the Urban Separator Overlay. The proposal encompasses 13 lots and 4 tracts (for open space and storm detention). The proposed lots range in size from 4,639 square feet to 6,512 square feet with a density of 7.99 dwelling units per acre. The proposed lots are intended for the future construction of single family residences. The southwestern portion of the site contains a small area of steep slopes. Access to the proposed lots would be via a new street off of S 55th Street; a secondary access for emergency vehicles is also proposed.

  • Description: The applicant is requesting approval of an Administrative Variance from the provisions of the Renton Municipal Code (RMC 4-2-110A) regulating side yard setbacks in the Residential - 8 dwelling units per acre (R-8) zone. The applicant is proposing to construct a carport within the side yard setback in association with a single-family residence on a 7,327 square foot site.The variance would be for a side yard setback varying from 8.5-feet to 11.2-feet where 20-feet is required for attached carports or garages acessed from a side yard street. PROJECT NUMBER / NAME:     LUA09-136, ECF, SM, SMC / Brennan Dock and Boatlift

  • Description: The applicant is requesting Environmental (SEPA) Review, a Shoreline Conditional Use Permit and a Shoreline Substantial Development Permit for the construction of a new 80-foot long dock and installation of a pre-manufactured, freestanding, portable, marine grade aluminum boatlift in association with a single family residence on the shore of Lake Washingtron, a Shoreline of Statewide Significance. The project site is an 8,517 square foot slot in the Residential - 8 dwelling units per acre (R-8) zone. Dock construction would be accomplished by driving eight 8-inch diameter steel piles via a barge-mounted drop hammer pile driving system. Boatlift assembly would done with common hand tools. Because boatlifts are not specifically identified in the Shoreline Master Program regulations, approval of a Shoreline Conditional Use Permit is required prior to their installation.

  • Description: The applicant has requested an Environmental Determination, approval of a Shoreline Conditional Use Permit and a Shoreline Substantial Development Permit for the installation of a pre-manufactured, freestanding platform (boat) lift in association with an existing dock on Lake Washington, a Shoreline of Statewide Significance. The proposed project is associated with the Seattle Seahawks Headquarters and Training Facility on a 721,580 square foot lot in the Commercial/Office/Residential (COR) Zone. The proposed platform lift would be transported to the site by barge and positioned by a barge-mounted crane. All work would take place within the construction window established by the Washington Department of Fish and Wildlife.

  • Description: Applicant is requesting an Additional Animals Permit to allow 1 dog, 3 birds, 2 goats, 28 chickens, and 67 rabbits on a 15,142 square foot lot within the Residential-8 zoning designation. Per City Code, the applicant shall apply for the obtainment of an Additional Animals Permit [RMC 4-9-100] to allow for the extra animals beyond those permitted by the Code. The Code permits three household pets, three small lot domestic, and two large lot domestic animals without an Additional Animals Permit if lot size requirements are met. The facilities for the animals would be located within the southern portion of the property behind the primary residence. A cleared and fenced area for the goats and chickens to roam for exercise is located between the southern property line and the facilities for the animals.

The 19,889 square foot site is located within the residential Multi-Family (RMF) zoning designation. The proposed building would include 10,879 square feet of residential space within 8 residential units. The applicant is requesting a parking modification in order to reduce the number of parking spaces required to be provided from 16 to 14 stalls.     The applicant is requesting an Environmental (SEPA) Review and Administrative Site Plan Review for the construction of 45 additional parking stalls west of Madsen Creek, 194 parking stalls east of Madsen Creek, the completion of the fire lane (which was required by LUA08-081 for the construction of a 36,000 square foot Church auditorium with 264 associated parking stalls), a vehicle bridge of Madsen Creek, athletic field, and a 2,000 square foot restroom/storage/concessions building. The site is located on the south side of Maple Valley Highway at 15711 - 152nd Avenue SE, and is comprised of 56.65 acres. The subject parcel is zoned Residential 14 (R-14) du/ac and is currently the location of the New Life Church, which also contains a private school. The exiting church and school building is 93,000 square feet with 599 associated parking stalls, which are proposed to remain. Access to the site would be via the existing driveways off of 152nd Avenue SE. The subject site contains many critical areas, which include; Seismic Hazards, Steep Slopes, Landslide Hazards Areas, Erosion Hazard Area, Streams, and Wetlands. As such, the applicant has provided a Stream and Wetland study and a Geotechnical report. The applicants are proposing to remove five trees for the new parking spaces. Stormwater would be collected in a new proposed stormwater facility. The proposed project would require approximately 5,000 cubic yards of grading.

  • Description: The applicant is requesting an Environmental Review (SEPA) and Preliminary Planned Urban Development (PPUD) for a mixed-use development including office, retail and residential uses. In addition, the applicant has requested a Lot Line Adjustment and a Hearing Examiner Variance from RMC 4-4-130 to allow the removal of trees in a stream buffer. The subject site is located south of SE 172nd Street, west of Benson Road S and east of Benson Dr. (SR 515). The site is comprised of two vacant parcels totaling 164,828 square feet (3.78 acres) located within the Commercial Arterial (CA) zone. The proposed lot line adjustment would create two parcels Lot 1 that would be 1.98 acres and Lot 2 that would be 1.80 acres. The applicant has proposed a 97 unit multi-family complex on Lot 1. This development would have a density of 50.30 dwelling units per acre. Lot 2 would be developed with a mixed-use building with retail on the ground floor and office above. Access to the site would be gained from SE 172nd Street, Benson Dr. and Benson Road S. The site contains Coal Mine Hazards, Steep Slopes and a Class 4 Stream, as such, the applicant provided a Geotechnical Report with a Coal Mine Assessment, Stream and Wetland Delineation and Study and a Secondary Steam Study and Mitigation Plan. In addition, the applicant also provided a Preliminary Storm Drainage Report and a Transportation Impact Study. The applicant has proposed to retain 70 significant trees on the subject site. The subject development proposes frontage improvements along SE 172nd Street although, they have asked for a waiver for frontage improvements along Benson Road S. The development would also provide water, sewer and drainage improvements. 8/24/09 - Variance no longer required, fee will be refunded to applicant. Refund taken out of environmental category by mistake.

    The applicant is requesting Environmental (SEPA) Review and Hearing Examiner approval of a Short Plat for the subdivision of a 1.36-acre site into 7-lots for the eventual development of single-family residences with tracts for access, a Category 4 wetland, and recreation/drainage. The site generally slopes to the north. The project is vested to King County regulations and is being processed in the City of Renton. King County applicable zoning is R-8. The proposed density is 5.15 dwelling units per gross acre. Lots would range in size from 4,002 to 4,683 square feet. The site would be accessed from 116th Avenue SE via the access tract ending in a temporary cul-de-sac easement. King County has previously approved a Road Standards Variance (Road Variance L07V0075) for this project.

    The applicant is requesting Preliminary Planned Urban Development (PUD) approval, Environmental Review and a Hearing Examiner Conditional Use Permit for stand alone residential in the Commercial Arterial (CA) zone. The subject site is located on the east side of Bremerton Ave. NE, just south of NE 4th Street at 330 Bremerton Avenue NE. The site consists of two separate parcels totaling 78,458 square feet in the CA zone and the NE 4th Street Business District Overlay. The site currently contains two single-family homes and their associated outbuildings, which are proposed to be removed. The concept for the PUD is to create a small, intimate neighborhood of 25 detached cottages and townhomes on individual lots resulting in a net density of 16.89 dwelling units per acre. Proposed lot sizes range from 2096 square feet to 1034 square feet. The site would be access via a looped public road with two access points on Bremerton Avenue NE. The applicant has proposed 52 parking spaces for the development located in detached garages, attached garages, parallel spaces, and open parking stalls. The applicant has proposed to replant removed trees with 48 new trees. There are no critical areas on site. The applicant submitted a Traffic Study, Geotechnical Engineering Study and a Critical Areas Reconnaissance Report. The applicant is proposing frontage improvements along Bremerton Avenue NE and a water quality detention vault.

  • Description: The applicant is requesting Master Site Plan approval Hearing Examiner Conditional Use and Environmental Review for the addition of four office buildings (TT-4 - TT-7) and one roof top Helicopter Pad to the Triton Tower office complex or the addition of two office buildings, one residential building with commercial on the first floor and one hotel in addition to a development agreement. The proposed development is located at 555 South Renton Village Place and would be developed on 3 parcels; #1923059023, #1923059001, and #7231600542. The subject site is 923,576 square feet or 21.085 acres and is zoned Commercial Office (CO). There are three existing office buildings on site, which are to remain. The proposed four new buildings would be 11 stories in height and would not extend in to the FAR PART 77 Air Space for Renton Municipal Airport. The proposal includes four new parking garages and new surface parking lots in addition to retaining some existing surface parking resulting in 3,212 parking spaces for the site. The gross area for the four new office buildings and four new parking garages would be 1,137,129 square feet and 659,389 square feet respectively. There would be two access points to TT-7 from South Renton Village Place and five access points to the remaining Triton Towers office buildings (proposed and existing) from South Renton Village Place, Talbot Road S and SW Grady Way. There are two additional access points to adjoining properties to the West and South. A tributary to Rolling Hills Creek runs along the southern property boundary. As such, a stream and wetland evaluation was provided with the application. In addition, to the stream and wetland evaluation a geotechnical report and traffic study were provided. The applicants have indicated that the proposal would result in a net gain of 29 trees on site and new fire lines, storm and sanitary infrastructure would be provided across the site.
