Surface Water Design Standards

Surface Water Design Manual

Background

Per the City of Renton's National Pollutant Discharge Elimination System (NPDES) permit, it is required to adopt updated surface water design standards that are equivalent to portions of Volume 1 of the 2012 Stormwater Management Manual for Western Washington, as amended in 2014, by December 31, 2016.  To comply with this requirement, the City adopted the 2016 King County Surface Water Design Manual with Amendments.  The 2016 King County Surface Water Design Manual has been approved by the Department of Ecology as an equivalent manual.

The 2016 King County Surface Water Design Manual (KCSWDM) as amended by the City is only applicable to projects vested with a complete application after January 1, 2017.

Key Changes

Some of the major changes in the 2016 KCSWDM from the currently adopted 2009 KCSWDM include (but are not limited to): Low Impact Development techniques for all new and/or replaced impervious surfaces, new type of drainage review, updated methods for sizing water quality facilities, and revised flow on-site best management practices credits.

Updates and Public Involvement

The City's Planning and Development Committee recommended adoption of the 2016 KCSWDM with the City of Renton Amendments.
