Project Purpose and Goals

The primary goal of the Logan Avenue North project was to replace the failing pavements in the corridor between the Cedar River Bridge and N 6th Street, to create a continuous sidewalk on the east side of Logan Avenue N between the Cedar River Bridge and N 6th Street, and to install a new traffic signal at the intersection of N 3rd Street and Logan Avenue N to improve safety for pedestrians.

Pavements

The original concrete pavement was constructed before 1950, and the last asphalt overlay was conducted in 1991. This roadway was removed and replaced with a new, more durable full depth asphalt pavement surface, more capable of withstanding the heavy vehicle loads present on today's roadways.

Pedestrian Facilities

There were no sidewalks on the east side of Logan Avenue North between North 3rd Street and North 4th Street. North of North 4th Street, the older 5-foot-wide sidewalk right next to the curb lane had been uplifted in several places by tree roots. The project created a continuous sidewalk along the entire east side of Logan Avenue North from the Cedar River Bridge to North 6th Street, 8-feet-wide and separated from the roadway by an 8-foot planter, where Right of Way and adjacent structures and facilities allowed.

New Traffic Signal at N 3rd Street and Logan Avenue N

The project reduced the large radius curve from Logan Avenue North to North 3rd Street to reduce speeds. It also added a signal at North 3rd Street and Logan Avenue North that will allow pedestrians to safely cross all legs of the intersection while also providing safer entry and exit from Renton Stadium (which now has a new access modified to use the new signal).

Environmental Considerations

A benefit of the project will be that stormwater within the roadway's project limits will be treated before being released into the Cedar River in accordance with Department of Ecology requirements.

Project Costs and Funding

The project is included in the city's Six-Year Transportation Improvement Program (TIP) and is funded through construction, with current total project cost estimate of approximately $8 million, 70% of which is to come from WA State Transportation Improvement Board and Federal grants.

Project Status

On September 14, 2015, a construction contract was awarded to Johansen Excavating, Inc. of Buckley, WA for $4,424,412.72.

Construction started November 9, 2015 and was substantially completed July 14, 2016, though some follow-up "punchlist" and landscape establishment work is still going on.

Traffic on Logan Avenue North has been restricted to one-way northbound for most of the duration but was re-opened to two-way traffic on July 7, 2016.

Activities Accomplished by Contractor in Previous Week

July 25, 2016

  • Installed concrete pads around junction boxes.
  • Spliced Fiber Optic Cables
  • Planted grass on the east side of Logan behind the sidewalk between 3rd and 4th.
  • Painted center line on the trail on the west side of Logan and lines in the stadium parking lot.
  • Repaired leaking irrigation.
  • Installed permanent signing.
  • Installed final thermoplastic pavement markings on Logan and Park.
