The city’s 2012 Water System Plan indicated a need for additional water storage on the existing 435 Zone Highlands Reservoir to meet future demands from expected growth prior to buildout demands in 2071. The existing 435 Zone Highlands Reservoir has a nominal capacity of 2.0 MG; was built in 1960 and has reached its expected service life; and structurally vulnerable in a major seismic event. Benefits for the installation of a new Highlands Reservoir and water main improvements include improving operational flexibility, adding capacity and reliability to the city’s water system.

Design

Council awarded the professional services agreement to RH2 Engineering, Inc., at its regular meeting on June 6, 2016, to provide necessary services for the Replacement of Highlands 435 Pressure Zone Reservoirs and Mains - Final Design and Bidding. The total agreement is in the amount of $1,123,964.

Project Description

The reservoir is located on a city-owned parcel at 3410 NE 12th Street in the Highlands neighborhood. The Highlands Reservoir Project consists of Phase 1 and Phase 2.

  • Phase I includes installation of approximately 4,500 LF of new ductile iron water main pipe on NE 12th St from Edmond Ave SE to the existing Highlands reservoir, and the modification and replacement of approximately 2,500 LF of existing stormwater pipes.

  • Phase 2 includes the removal of the existing 2.0 MG Reservoir, existing pump stations, and chlorination buildings, the installation of a new 6.3 MG Reservoir and stormwater detention facility.

The estimated construction costs for both phases ranges from $19 million to $21 million. Project funding will be from the Water Utility Capital Improvements Program budget.

Project Updates

The project design is in progress. The city staff and design consulting team, RH2 Engineering Inc., are conducting construction ability reviews of the design construction plans and acquiring required project permitting. The city anticipates the construction of the new 6.3 MG Reservoir, Phase 2, will begin after the construction completion of the frontage and water main improvements, Phase 1. The expected project schedules and major milestones are as follows:

Project Phase 1

  • Design completion in 2nd Quarter 2024

  • Bidding in 3rd Quarter 2024

  • Construction starts in 4th Quarter 2024 

  • Construction duration approximately 12-16 months

  • Construction completion in 1st Quarter 2026

Project Phase 2

  • Design completion in 4th Quarter 2025

  • Bidding in 1st Quarter 2026

  • Construction starts in 2nd Quarter 2026

  • Construction duration approximately 16 months

  • Construction completion 3rd Quarter 2027
