Renton Sanitary Sewer Replacement Project, Phases 1 and 2

The Wastewater Utility implements an annual sanitary sewer rehabilitation and/or replacement project as part of its ongoing capital improvement program. The replacement project consists of various sewer main, manhole, and side sewer replacements. The sewer infrastructure to be replaced was chosen based on the severity of existing issues found through field observations and inspections. The project is located within city right-of-way and on private property within city easements.

This project will fix or replace defective sanitary sewer facilities in seven different sites in the north half of Renton and is divided into two phases. Phase 1 has been completed and was comprised of right-of-way work for Sites 1, 2, 3 and 6. Phase 2 construction started this summer and is comprised of private and right-of-way work for Sites 4, 5 and 7.

Contract Award Information - Construction

Phase 2 of the Sanitary Sewer Replacement project has been awarded to the low bidder, Northwest Cascade, Inc. with a bid of $2,855,293.08. Council awarded the project to Northwest Cascade, Inc. at its regular meeting on June 2, 2025.

Project Description

Phase 2

Sites 4 and 5: All properties except those on Monroe Avenue NE

The sewer systems in Sites 4 and 5 are past their useful life and located in backyards, making maintenance challenging for the city. To improve accessibility and reliability, new sewer mains will be installed in the streets fronting these properties, with new side sewers connecting each home to the updated system. Additionally, the water utility will upsize an undersized water main on NE 6th Street and Union Avenue NE.

Where trenching occurs, the city will repave affected streets with new asphalt. Any work on private property will be restored to its original or better condition.

Site 7: Monroe Avenue NE properties

Site 7 properties also have aging backyard sewer infrastructure. However, due to the area's topography, they cannot connect to a main in the street. Instead, the project will replace existing tees and later rehabilitate the sewer main using Cured-In-Place Pipe (CIPP).

CIPP is a trenchless pipe rehabilitation method where a resin-filled liner is inserted into the existing pipe. The liner is then heated with steam to harden, creating a durable new pipe within the old one. After curing, service connections will be reopened.

All surfacing will be restored to like condition.

Project Update

Phase 2

The Sanitary Sewer Replacement Phase 2 project has been awarded to Northwest Cascade, Inc. Construction is expected to begin on July 28, 2025. Additional updates will be posted once available.

Site Descriptions

Site 4: 3900 and 4000 blocks of NE 6th Street and the 600 block of Tacoma Avenue NE. Installation of new sewer main lines in NE 6th Street and replacement of the existing sewer main in Tacoma Avenue NE. Work also includes connection of the existing homes, which are currently connected to the existing sewers, into the new sewer mains. Abandonment of the existing sewer mains that are in easements in the adjacent properties’ backyards.

Site 5: 3300 and 3400 blocks of NE 6th Street. Installation of new sewer main lines in NE 6th Street. Work also includes connection of the homes on the north side of NE 6th Street into the new sewer main lines. Abandonment of the failing sewer main lines located in the easement along the north property lines of the affected properties.

Site 7: 700, 800, 900 and 1000 blocks of Monroe Avenue NE. Replacement or Rehabilitation of the existing sewer main located along the west property lines of those homes on the west side of Monroe Avenue NE.

 

Phase I Information, Completed

Contract Award Information - Construction

Phase 1 of the Sanitary Sewer Replacement project went out to bid on July 11, 2024. Rodarte Construction, Inc., was the apparent low bidder, with a bid of $780,857.52. Council awarded the project to Rodarte Construction at its regular meeting on August 5, 2024.

Project Description

Phase 1

Includes the following work in the ROW:

Install approximately 740 - linear feet of 8-inch sewer main, including 8-inch cleanout(s).

Install approximately 10 - linear feet of 12-inch sewer main and one 48-in diameter manhole.

Removal and replacement of asphalt concrete pavement, asphalt overlay, concrete curbs, gutters, and sidewalks.

Restore all disturbed areas.

 

Phase 1 construction has been completed and the project is now in the closeout phase.

Site Descriptions

Site 1: Adjacent to 1521 Kirkland Avenue NE
Installation of new internal drop connection in MH5990 for the incoming sewer from the north.

Site 2: NE 4th Street near the eastern driveway of the Cedar Park Apartments. Installation of a new manhole at the intersection of two existing sewers to allow the abandonment of the failing downstream sewer main on NE 4th Street.

Site 3: 3500 block of NE 7th Place. Replacement of the failing sewer main and side sewer stubs between the existing sewer manhole near 3500 NE 7th Place and the manhole near the intersection of NE 7th Place and NE 6th Place.

Site 6: Intersection of NW 7th Street and Taylor Avenue NW Elimination of backwater problems in MH0579. Construction method to-be-determined.

Sanitary Sewer Replacement Project Site 1, Phase 1

(Near the Southwest corner of NE 16th St & Kirkland Ave NE)

This is a construction notification for the Sanitary Sewer Replacement Project, Phase 1, a crucial sewer infrastructure upgrade project. Construction is tentatively scheduled to begin in mid-September 2024. Further information will be communicated as construction progresses.

The project aims to replace old or failing sanitary sewer infrastructure located south of the southwest corner of the NE 16th St and Kirkland Ave NE intersection, within the right-of-way in proximity to your property. (View map on reserve side.) The project involves the replacement of a segment of the 12-inch sewer main and a portion of the adjacent curb, gutter, and sidewalk. We will try to minimize disruption to your daily routine. However, please know that sidewalk use, bus stop access, and parking may be temporarily restricted based on the contractor’s daily construction activities. 

 

Sanitary Sewer Replacement Project Site 2, Phase 1

(NE 4th Street near the southeast driveway entrance of the Cedar Park Apartments)

This is a construction notification for the Sanitary Sewer Replacement Project, Phase 1, a crucial sewer infrastructure upgrade project. Construction is tentatively scheduled to begin in mid-September 2024. Further information will be communicated as construction progresses.

The project aims to replace old or failing sanitary sewer infrastructure near the NE 4th Street Cedar Parks Apartment driveway entrance. (View map on reserve side.) It involves replacing an existing sewer cleanout with a manhole and asphalt restoration. We will try to minimize disruption to the complex and daily routine. However, please know that access from the NE 4th Street driveway will be temporarily restricted based on the contractor’s daily construction activities.
