A Civil Construction Permit (CCP) is required for certain types of construction work that involve public infrastructure or systems. This can include, but is not limited to, projects related to:
Typically, civil construction permits are needed when you’re planning to alter or build infrastructure that interacts with public or private utility or roadway systems or requires changes to existing systems.

Please submit a complete CCP application to Development Engineering via email and follow the process and submittal requirements noted below.

The City will review the submittal package for completeness. Please note that initial plan review fees must be paid before the City can accept the submittal.
Once a complete application is receive, the City will assign a project manager and begin the review process. See the link below regarding the remaining steps which your assigned project manager will support you through.
Application Process and Submittal Requirements
After the Pre-Construction meeting and permit issuance, construction may begin. The assigned Construction Inspector will coordinate with your team throughout the process.
All work must comply with city standards and approved Engineering Plans.
Applicant submits Record Drawings (.pdf) to your assigned project manager for review. Once signed off by the project manager, the applicant submits a full size copy of the plans and will be field verified during the final inspection.
Contractor requests a final inspection once all construction complies with the engineering plans and City Municipal Code.

Final Inspection and Construction Closeout Process and Requirements
Applicant must call 425-430-7203 (with permit number) or schedule online at least 45 days before the two-year maintenance period ends. Inspection hours are 7:00 AM to 3:30 PM, Monday to Friday (excluding holidays). Requests must be made by 11:59 PM the day before.
Permit Closeout and Maintenance Surety Release Process
The City conducts the inspection and provides a Punch List of maintenance items/deficiencies. If none, the maintenance surety is released.
Before work begins in the right of way or on public facilities, the Applicant/Contractor must:
